Twinning Arrangements for Decarbonization: Regional Matchmaking Forum

The ETP Twinning for Decarbonization Matchmaking Forum is a two-day, in-person working forum designed to support organizations in Southeast Asia to move from decarbonization intent to practical, implementable next steps.

Delivered under the Energy Transition Partnership (ETP), the forum brings together local and sub-national governments, enterprises and SMEs, solution providers, and financial institutions from Indonesia, Viet Nam, and the Philippines. Participation is curated and structured to support focused collaboration rather than general discussion.

Why this forum

Many organizations face similar challenges when advancing decarbonization, including prioritizing actions, assessing feasibility, and preparing projects for implementation and financing. This forum is designed to address these challenges through a twinning approach, pairing organizations operating in comparable contexts to enable practical peer learning and problem-solving.

Forum structure

  • Day 1: Project Pathways and Early Twinning Work
    Participants engage in solution-focused discussions on energy efficiency and cooling, renewable power procurement, and nature-based and carbon solutions. Pre-assigned twinning pairs begin working together to explore shared priorities and test early project ideas with solution providers, technical experts, and financiers.

  • Day 2: Finance, Implementation, and Action Planning
    The focus shifts to what makes decarbonization projects feasible and bankable in Southeast Asia. Participants work through technical, commercial, and enabling considerations before co-designing priority actions, identifying key data and technical needs, and outlining initial next steps to be taken forward after the forum.

A demonstration site visit on 11 February 2026 will provide selected twin with first-hand exposure to a working decarbonization project, including technologies, operational practices, and lessons relevant for replication.

  • clarify their most relevant decarbonization priorities
  • test project ideas with solution providers and financiers
  • identify concrete next steps that can be progressed in the months following the forum

Selected twinning pairs or clusters will receive targeted technical and advisory support after the forum, at no cost, to strengthen implementation and financing readiness.
